DIVERSITY BUSINESS ENTERPRISE PROGRAM
Construction Procurement
The Metropolitan Nashville Public Schools Board of Education (MNPS) encourages and promotes equal business opportunities for Minority, Women and Small Business Enterprise participation in our capital improvement projects.
On May 3, 2007, the Metropolitan Nashville Public Schools Board of Education demonstrated their continuing commitment to diversity business inclusion by awarding the Diversity Business Enterprise (DBE) Program Consulting Services contract to 3H Management Consultant Group, LLC.
As an independent consultant, 3H Management Consultant Group will provide the following Diversity Business Enterprise Program Management services to the School Planning and Construction (SPC) department:
- Identify Minority, Women, Small Business Enterprises (MWSBE) who are qualified and capable to do business with the SPC department and assist in Minority, Women, Small Business Enterprises registration;
- Create and present a consistent message regarding Metropolitan Nashville Public Schools’ (MNPS) procurement diversity initiatives at various local Minority, Women, Small Business Enterprise conferences. Assist the prime contractors in Metropolitan Nashville Public Schools respective primary service areas with identifying qualified Minority, Women, Small Business Enterprises for potential business relationships with Metropolitan Nashville Public Schools;
- Conduct outreach activities that will include conferences, networking opportunities, informational fairs and general communications with local and regional business organizations (as-needed);
- Identify, track and report Minority, Women, Small Business Enterprise procurement spend monthly basis and also providing actual data based upon contracts issued and projection based upon the market capacity;
- Submit monthly reports to outlining outreach activities, monitored participation rates, forecasted participation rates, strategies for maximizing future participation;
- Submit monthly reports to Metro’s Division of Minority and Small Business Assistance office detailing any and all Minority, Women, Small Business Enterprise outreach activities and spend.
- Submit year-end final report and analysis for each project contracted.
Arnold Von Hagen, Director of Planning and Construction in conjunction with the Metro Nashville Division of Minority Small Business Assistance Office shall continue to provide quarterly training seminars on how to do business with Metropolitan Schools Planning and Construction department.
Metropolitan Schools Planning and Construction’s DBE Program includes minority, women and small business enterprise firms. Definitions area as follows:
- MBE includes ethnic minority business (African American, Native American, Hispanic American, and Asian Pacific) whose ownership is 51% or greater.
- WBE includes non-minority women business who ownership is 51% or greater.
- SBE includes businesses who are considered small according to Metro Nashville’s Purchasing size standards.
